Nothing stopping him from buying a TiVo or other cablecard enabled device (cablecard rental is $2). I have 2 TiVos on my Cox account. The programming price is exactly that, the price for programming. There is no "outlet fee", at least in my market. I have several 'outlets', some just running analog basic through old school NTSC TVs even though Cox did the original installs to those TVs.
Most of the major carmakers now offers some form of mobile WiFi hot spot. Ford, Chrysler, Nissan, Audi, BMW, Mercedes-Benz, General Motors--all can get you connected to the web in one form or another. But what to do when you need more than the limited data (typically 1-5GB) offered, less expensive plans ($30-$60 or more per month), or faster than the typically 3G bandwidth offered by the OEMs? Well, you go aftermarket.
I can see it now... Automobile Spyware that tracks your driving habits so they can market the 'proper' car to you. On the plus side, I can also see much better real-time traffic as you can update your speed and position (anonymously of course) to a traffic monitoring service in exchange for the downstream data to your GPS. I have a Garmin Nuvi with traffic now and it is woefully inadequate!
