France aint too bright I guess.

If an internet operation like Google, Twitter, etc has no buildings in France how does the country expect to tax them? sending a tax bill to Google would be fruitless if their legal looks over it and then checks with engineering and finds "Hey we have no assets in that country" at that point they tell france to buzz off.

I cant see what passing a law to make these operations taxable will do then.

FCC chair says USF won't subsidize competition

No it will do something worse, it will subsidize AT&T and Verizon. Why should the public subsidize two huge profitable corporations that have had plenty of opportunity to bring broadband to underserved areas but time after time have refused?
