I feel like that author spent a LOT of time with PR people selling VDSL hardware before penning that. U-verse can't even compete with cable and most of AT&T's network won't ever be upgraded, but don't worry about it, you don't need 1 Gbps speeds.

Its a matter of who paid and how much. Sometimes you can even involve corporate sponsors and get big money backing opposition to initiaves that would harm their businesses. The ITU regulations and proposals would harm many businesses in the USA, tho, it would never force ICANN to give up control of the DNS and web registration system, which could result in potentially splintered systems with isolated country's(like Iran is now) DNS systems and IPs conflicting with some here in the USA. We don't want a fragmented system, which is where the UN and ITU proposals will eventually push for(but do not now, now they simply impose DPI on everyone involved, which promotes censorship, which is not good)
