Cell towers

I wish local zoning authorities would be stripped of their authority to regulate cell towers. People complain about cell towers in their backyard but at the same time complain that they have no reception on their cell phones. I think state DPUs would be the best agency to regulate cell site placement and preempt local regulation of cell towers.

Many times cellular providers have to fight town zoning boards in court in order to provide decent reception to their customers who pay for reception. And zoning boards have zero knowledge on cellular networks and their operation which is why I think the state DPUs would be the best one to regulate cell sites.

cell towers should go through the same approval process as any other private structure.
you really wouldn't want the house next door torn down, and to live in the shadow of a 100' plus tower, with lighting, transformer hum, emergency generator, 24 hour parking and service without notice, if there was no control over set back, landscaping, noise levels, etc.

allow the company building tower to determine location and if they can live within local requirements.
Local authorities (and the citizens) can make the regulations (and exemptions) to allow the level of service they desire

Many of these zoning boards are comprised of individuals with no knowledge of cellular technology whatsoever. State DPUs deal with utility sitings everyday (such as power substations, telecom facilities, electrical transmission lines/towers, etc) and the state DPUs have extensive knowledge of utility and telecom infrastructure which is why I think state DPUs should be the sole authority at the state/local level to regulate cell towers. Our city government where I live is incompetent and has made some very controversial decisions, which is why I think the state should be the one to regulate cell towers. Where I live, the less authority our city has, the better.

When I first moved to Springfield (MA), Verizon reception was horrible and it was not Verizon's fault as they had excellent coverage in rural Iowa. The reason was Springfield created too much red tape to cell tower construction and only after we got rid of former mayor Albano and his patronage cronies on various boards and the corruption probe is when Springfield started to turn around economically. One rep in the VZW store back then said it took a court fight just to put up a cell tower in the city.

I think cell phones should be recognized as a public utility and should be treated as such.

The same NIMBY folks that complain about cell tower construction will ironically also the the first to gripe about lousy reception. These are the same ones that don't want a new jail near them but then complain about crime or the fact their taxes go up because local criminals have to be shipped to other counties because of lack of space at their current county jail. These are the same ones that don't want a Wal-Mart near them, but complain about the local mom and pop shops having limited selection and high prices.
