Sounds like the FCC is using the iPad launch to push their agenda to strip the broadcast networks of spectrum that they control. The broadcaster association is fighting this tooth and nail and this appears to be a PR/Lobbying effort by the FCC to fight back.

Wireless providers today, too, will be able to deal with congestion issues but only if they have adequate spectrum. Reaching an always-on wireless broadband future means that spectrum can no longer remain attached solely to uses deemed valuable decades ago. I suspect that this will only be settled in Congress where the competing interests will bid big dollars for the most influential congresscritters.

Unfortunately the members of the NAB are facing very tough times while at least two large members of CTIA -The Wireless Association are making huge profits. The one group has provided local broadcast news to the public for decades while the other just wants to make obscene profits so guess which one will use the public airwaves in the way that is most valuable to the public. It also doesn't take a genius to figure out that part of the reason they want all that UHF TV spectrum is to prevent ATSC M/H and TV Band Devices (both potential competitors in areas of interest and "disruptive technologies" to CTIA members) from ever becoming successful.

As for Joe Taxpayer at least this $7 Billion was part of the less than 15% of stimulus funds that may have been spent on infrastructure improvements and may have actually helped employ people in places other than the D. C. area and foreign countries.

I guess it was wasted tax payer money to provide your great grandparents with electricity. Oh wait the entire country benefited by everyone having access to electricity.
