Safe TV bill

It would be interesting to hear why and more importantly who, stripped out the Senate's findings. It probably will just trail back to lobbyists, but if we track back which ones maybe we can at least embarrass them.

The Senate bill stripped out Martin's quest to shove a la carte down cable's throats. The House stripped out everything else.

Under Pryor's bill, the FCC would be restricted to conducting a study for Congress within 270 days; its analysis could not recommend technologies that "affect the packaging or pricing of a content provider's offering."

That restriction probably explains Martin's problems with Pryor's bill. Martin has stated repeatedly that the best way for consumers to exclude violent and indecent programming is for pay-TV distributors to retail channels on an a la carte basis in lieu packages with dozens of channels.
Also, the House stripped out all commentary from the original Senate bill that claimed TV was evil. It is now the job of the FCC to study the issue and release a report. They are not authorized to do anything else.

In other words, this bill is a total joke and is meant to accomplish nothing but make voters think Congress cares about smut & violence on TV.

I guess I knew the House stripped it out. But specifically who was what I was after. Yes, I agree that the bill is a joke at this point.

It was passed unanimously in the House. The only ones with visible fingerprints on the deed would be the Dem House leadership. Everyone else can hide behind the unanimous consent motion. Who encouraged the House leadership to strip out all the Senate commentary is probably never knowable.

Yes there's no question the bill is garbage and that a la carte would be a powerful tool for parents.

FCC White Space Rules

"...Such devices must include a geolocation capability and provisions to access over the Internet a data base of the incumbent services, such as full power and low power TV stations and cable system headends, in addition to spectrum-sensing technology. The data base will tell the white space device what spectrum may be used at that location..."

How will these devices connect to the internet if they do not know that it is safe to transmit? Will they require a landline connection e.g. DSL or dialup via copper pair?
