The FCC release DOES in fact outline one of the major issues as being "Deployment Gap", which granted is a lousy way to say it, but the bullet points make it clear this item is meant to cover the high cost of running new lines out to BFE.
And its the actual cost of deployment that is largely behind the lack of competition at this point. Carriers don't want to run lines out to the middle of nowhere, because they know the ROI sucks. And new/small carriers don't want to run their own lines into already served areas, because again, the ROI sucks. |
