Verizon Acquisition of RCC Now Complete
Rules mitigate risk of competitive harm
About a year ago Verizon announced that the company was planning an acquisition of a small wireless network called Rural Cellular Corp. The acquisition didn’t get a lot of media attention due to the fact that the news about Verizon at the time of the announcement centered around the now-complete Fairpoint sale. However, a group of Vermont legislators took notice of the RCC acquisition and opposed it because of fears that it would create a cell phone monopoly in the state. The deal had been held up this whole time pending debates about the issue but the FCC has now approved the deal. The FCC did find, however, that there were six markets where the deal could do competitive harm and has therefore required that RCC assets from those markets be placed in a management trust. The deal adds only about 625,000 customers to Verizon’s network but opens up the market for their coverage area by 4.7 million people.

How exactly will this work?

RCC/Unicel here in Walla Walla is GSM, is Verizon going to offer GSM service or are they going to replace the equipment to CDMA?

They'll most likey continue to use CDMA, and use GSM for others to roam off of.

Verizon Wireless will be keeping GSM for roaming but they are going to convert the system to CDMA. Here is a link to there news article explaining what they are going to do with the network.

I'm pretty sure part of the deal was for certain areas (eastern washington in this case) were to be transferred over to AT&T where there was no AT&T service otherwise you would have a choice between Verizon or Verizon. I don't want Verizon and AT&T only has GSM going in it's favor so it's a little better than 'have any phone you want as long as it's the one we sell you".

Correct me if I'm wrong, but way back when this deal was first announced I seem to recall that Verizon and at&t were going to do some sort of trade agreement, where Verizon would give up certain parts of Rural Cellular to at&t, which would hand over to Verizon certain parts of Dobson Communications' service area.

not sure about Dobson with CDMA many of their areas if not all of them were GSM. The ones that weren't sold off to VZ long long time ago (the northwest Ohio market).

As far as ATT being a leader in GSM. I see TM doing a lot as well. They may not be as big but they're building out their 3G network and are nationwide. They both have roaming agreements as far as voice. But if TM took the network over you could except far better service i think. Especially with a call center being in WA state where TM is based.

Well VZ has to move the Unicel customers they're keeping to CDMA anyway... it's more about avoiding the ire of the FCC than making it convenient for customers.

When VZ took over Dobson's Cell One here they were TDMA and made everyone upgrade to CDMA and renew their contract or leave without ETF.

Big Presence...

Unicel has a big presence here in Maine...should be interesting to follow this transition. On a side note, does this mean that all contracts with the previous Unicel company are now void since the contracts were originally with Unicel? Possibly no ETF's with this news?

normally with a buyout or merger the new company has to honor those contracts of the customers under the old company.

The same will happen with Alltel if their merger is approved with VZ. VZ will have to honor the contracted customers but NOT the prepaid. So you can get the Prepaid system will be replaced within months after the merger if not within several weeks of it.

The only Verizon announcement I care to read is their plans to deploy FIOS to Illinois.. or even anywhere in the Midwest! (It'll probably never happen in actuality)
