The U.S. National Telecommunications and Information Administration, tasked with handing out $4.7 billion in broadband deployment grants, is looking for "expert panelists" to review applications for broadband stimulus funds. According to a document (pdf) posted to the NTIA website, to be considered as a reviewer you need expertise in at least one of the following three areas: 1) the design, funding, construction, and operation of broadband networks or public computer centers; 2) broadband-related outreach, training, or education; and 3) innovative programs to increase the demand for broadband services.

Also in the rules are:
In addition you must agree to comply with Department of Commerce policies on conflict of interest and confidentiality.
Well, if that rule is followed that would pretty much rule out almost all people from the 1st category of candidates:

Because most of those candidates are affiliated with or dependent on the services of the major ISPs that will be submitting proposals for the funds.

Unless they were recently retired (or about to retire) with experience building municipal broadband/cable networks. Not everyone in this business is in their thirties.

I have a Radio license (PCIA/NABER), a telecomm degree and a ADSL certificate, I woulder if they would let me apply?

because of these things. Especially the ADSL certificate whatever the heck that is...

no doubt it will be a bunch of people who are "big wigs" or think they are, complete with inflated egos.

It won't be the people who make it all work. or have an understanding on how it all interconnects.

however it all goes down you can be sure of one thing. It will be a disaster.
Name one thing the Govt has done that isn't...

At the time (SBC Days) ADSL was new so I have a certificate of completion for "ADSL from the SBC perspective". It was a class going from the customer's house to the ISP (and everything in between). You learned what the DSLAM is, what it takes to write a profile, testing xDSL, all the way down to installing a NIC in a machine. It was 8hrs a day for about a week and a half. Pretty intense. I had gotten others before like there was a week long class at AMX University (AMX corp.) in texas where you learned how to program AMX control systems. I still have that one.

people who understand ¨net neutrality¨and i use that term loosely.

if they are gov they should be able to find exactly the right people if they actually have so called researcheds or people who watch the *net* ...

I think all these funds are a waste anyways.
I have not seen a single "stimulus" dollar help me or my community in any way whatsoever. I doubt the very little broadband funds are going to help much as well...

Where is the money REALLY going to go?
No matter what it will end up in the hands of ATT, Verizon, or some big ISP. Such a small amount of money is not going to be enough to even start a competition of any type. BS.

Damn dude, stop all the crying. If more people took an active role when given the chance then maybe we can get something accomplished. I don't expect miracles to happen but at the same time I know nothing will get done by sitting in an online forum and complaining about how unfair things are.

If you don't want to participate then that's fine. Just keep your crying to yourself. Sheesh.

Everything is not always about money. I also do a boatload of volunteer work and support a 5 server web infrastructure for free that provides free webspace/email to non-profits.

I enjoy giving back, too bad more people don't.

Where are the users?

Funny how they are basically inviting industry players to the party but forgot to invite the people who actually use the damn thing.

What ever happened to what the people want/need as opposed to what the carriers and equipment manufacturers and distributors feel like feeding us?

I wish they would have a panel of actual users from both rural and urban areas that don't have any affiliations, allegiances, or other hidden agendas beyond getting what is needed from them.
