Could New York?s Plan to Erase its Digital Divide Work for America

NY has history of siding with big ISPs and not customers. The contracts have loopholes and there is no spending oversight.
Remember how NYC should have FIOS everywhere (of course wording of that is as clear as definition of unlimited in wireless spectrum).

Only things that can erase digital divide are:
•Net Neutrality (in its literal meaning)
•Healthy Competition (duopoly isn't it)
•Traceable subsidies (when corporation gets subsidies, they must meet requirements, or return subsidies)
