Wisconsin First State To Give Back Broadband Stimulus
In Large Part Due To Cozy AT&T Relationship

According to the Milwaukee Journal Sentinel, Wisconsin is giving back $23 million in federal broadband stimulus funding awards intended for broadband expansion, complaining there were "too many strings attached" to the stimulus funding. This is the first time a state has returned or rejected the funding, which would have predominately been used to improve police, fire, hospital, school and library connectivity across some 380 Wisconsin communities.

The Journal Sentinel doesn't really get into precisely what "strings" the state found bothersome, aside from a few vague references for taxpayers being left on the hook should they not adhere to fairly basic stimulus rules. The paper does briefly touch on AT&T's cozy relationship with the State via its "Badgernet" partnership, but only in fairly vague detail:

It would have paid for 200 miles of fiber-optic cable, improving the Internet connections at hundreds of public facilities. BadgerNet, however, runs on infrastructure owned and managed primarily by AT&T Inc. - and that became a sticking point with federal officials who were not used to public-private partnerships, according to the state.
What the Journal Sentinel doesn't really tell you is that if the BadgerNet operation had taken this new federal funding -- it likely would have opened AT&T's agreement with the state to new federal regulatory scrutiny and put a very large AT&T cash cow at risk. AT&T historically has a very cozy relationship with Wisconsin lawmakers, and has quite a good thing going with BadgerNet, which charges local institutions $600 or more a month for aging T1 1 Mbps connectivity. As we've discussed in the past, AT&T's regulatory capture in the state has resulted in no limit of government protectionism, and AT&T has fought efforts by the University of Wisconsin to create fiber alternatives to the very expensive BadgerNet.

Keep in mind that AT&T literally writes most of the fairly awful telecom laws in Wisconsin, so none of this should be particularly surprising.

I mean seriously our whole society is being run into the ground by corporations who want to profit off every single second of our life and they will pay off anybody they can to get it done. This story should shock no one.

It absolutely cracks me up when Republicans go on a tear about how awesome the USA is and how we are the best country the world has ever seen all while in the same breath they are actively moving to make sure we become a third world country again. They wake up and actively try to make sure more money is sent to the top of the pyramid instead of trying to bring everybody up so we all can live a better more happier life.

I think Detroits is more due to companies figuring out Americans are to expensive and greedy politicians figuring out how to provide incentives to those companies to take their business elsewhere. Between Cllinton's full force NAFTA push and Republicans ever growing deserve to make sure they are all rich beyond belief and everybody else can go screw themselves we are pretty screwed. I agree with you 100% on "free" trade. But it isn't just cheap labor that killed US industry. The US imposes some of the world's highest corporate taxes. It just makes no financial sense for even the most patriotic of companies to set up shop here.

But as for Detroit, sadly it is no different than most major US cities. This situation is the direct result of decades of ultra-liberal rule in these places.

wow let me guess you are an avid watcher of Glen Beck and you believe the Laffer curve is an accurate representation of how things should be? Well I do salute you in using key talking points specifically those of the "we have the highest corporate taxes in the world" and "ultra liberal rule" variety but they are a little off base. We may have a decently high corporate rate but we also have a very favorable tax structure that helps companies reduce their tax burden to almost zero in many circumstances. A little research will even show you how corporations for years have leveraged special interest groups to push for tax code revisions which has put billions back in their pockets.

The whole, "we have the highest corporate taxes in the world" talking point has been debunked to the hill and back. It's just another item on the long list of right wing talking points.

The truth is the truth is the truth. Most major US cities have been liberal strongholds for decades, and as for tax information, you can go verify that for yourself as well.

Why should companies have to jump through all these hoops? Just make the corporate tax rate 0 and be done with it. As it is consumers who pay these taxes anyway, we might as well give incentives for companies to lower prices on things.

AT&T become anti-American after they were forced to split up in the 1980's. Anyone remember the commercials that followed in the early 90's ad campaign "You Will"?

It is so funny that AT&T was not the ones to bring you anything in those commercials! For anyone who disputes me... so what if they did hold the patent? They did not care to make it a reality themselves! They only cared to reap a profit at everyone else's expense!

Greediness and anti-Americanism stopped them from doing so. Now we suffer... still using the same failed technologies from that era.

Not only should the company be broke up again, the heads of this Corporation and many like them - "People/Individuals" as they are now referred as by the Supreme Court - should be publicly humiliated, stripped of their fortunes, and buried under the jails!

It is a shame where this country is being driven at the hands of these greedy Corporations. All in the name of riding a dead horse until it just totally collapses, all while charging what results in pure profits, to provide absolutely nothing - "Liberty and Justice for All." Trying to understand this. AT&T was "Bell", until 1984, when the government undertook to save us from the Evil Corporation by breaking it up. AT&T got out of the residential market when the Baby Bells were created as a consequence of the government anti-trust suit. It was called a, "consent decree" because AT&T "consented" to the breakup in exchange for some concessions regarding their entry into markets they were prohibited from as a "regulated monopoly".

What I meant was that when this ad compaign was conceived, AT&T was the "long distance" company to the intendended audiance of the commercials. Their intent was to use new telecom laws along with their R&D to bring forth the items mentioned in the commercials. But Armstrong overpaid for TCI and Mediaone and the FCC sided with the baby bells in the 2004 UNE-P decision. Less than a yeat later they sold out to SBC.

AT+T is a long story and you younger guys would be horrified at what a long distance phone call use to cost. Over all the US is much better off post AT+T monoply.

and the problem in washington is that both dems and reps are bought by the corps so both parties =FAIL.

with the internet and our modern society maybe it is time to vote for someone who has no washington experience and is not a rich man.in other words voting for someone like any of us.voting for the everyman.

For all the grumbling that states do regarding strings attached to federal money, it is refreshing to finally see one state do something about it and "just say no." These strings ususally result in the state having to spend more of its own tax money down the road once DC stops paying for the "gift" in question.

I hope every state follows Wisconsin's example. And besides, why are police, firefighters, hospitals, schools and libraries in one state the responsibility of the residents of the 49 other states?

Walking a tightrope

Right now I am working with a rep from Connected Nation, two from Frontier, one from MIDELEG, and my township supervisor. They're all working seperate avenues to find out more about our nonexistent internet situation, resolving the coverage map errors, and seeing if there's a plan in place or we're just getting the cold shoulder.

Never will I underestimate the values of Facebook and Twitter. I'm getting a lot of hoped-for but unanticipated attention, so wish me luck.

Because AT&T has such a vested interest in the state services, and charges so much more for business connections than is/should be legally allowed, and the state knows its a ripoff, but since there is so many protections in place to prevent a competitor from moving in, the state will have to take it up the butt until fed and state regulators grow some balls. If you live in the state, contact your representatives and tell them that was a stupid move.

This wasn't a stupid move. While it would have kept some money out of AT&T's pockets, it would have also wasted millions of dollars in taxpayer money because the state would have ended up paying more than the original money was worth.

Is it worth spending tons of money just to keep AT&T from having some of it? Don't forget that AT&T doesn't serve anywhere near all of WI, so there are many other providers throughout the state who also get a piece of the pie. The article also makes it sound like every library is paying hundreds of dollars a month for T1's, and that's simply not true. The library in my community has a DSL connection from CenturyLink.

Wisconsin's governorship and legislature just made a dramatic shift from Democratic to Republican. The new folks in charge are flexing their populist muscle in rejecting anything offered by the Democrat(s) in Washington (particularly Obama). They cut off their nose to spite their constituents.

The governor should fire any state worker who gets involved in such a protest. These people should be thanking the taxpayers for their jobs.

If they do not like the terms of their employment, no one is forcing them to work for the state, let them go get a job somewhere else.

Good see at least one more state willing to stand on their own two feet rather than bow down before the feds.

The usual sympathetic benefit groups offered up (police, fire, hospital, schools and libraries) have no right to expect the rest of us in the country to underwrite their cable TV. I'm surprised the editor didn't mention the digital divide, low-income housing, the blind (who "need" mega-closed-captioning to "watch" movies), and of course, the childrens.

There is no service delivered via broadband that any of these entities *need*, that will create any net employment, or save any more lives. Cable TV, Voip, Medical Imaging, Telepresence, Video Education and other streaming, other downloading and gaming - are all WANTS, not needs, and it is high time we stopped handing out federal funds as presents.

Present and former members of the Green Bay Packers, all members of the National Football League Players Association, have signed a letter in support of the AFL-CIO's efforts to derail Gov. Scott Walker's plan to cut some union bargaining rights.

The letter was signed by Curtis Fuller, Chris Jackie, Charles Jordan, Bob Long, Steve Okoniewski, Brady Poppinga and Jason Spitz.

The statements reads: "We know that it is teamwork on and off the field that makes the Packers and Wisconsin great. As a publicly owned team we wouldn't have been able to win the Super Bowl without the support of our fans.

"It is the same dedication of our public workers every day that makes Wisconsin run. They are the teachers, nurses and child care workers who take care of us and our families. But now in an unprecedented political attack Governor Walker is trying to take away their right to have a voice and bargain at work.

"The right to negotiate wages and benefits is a fundamental underpinning of our middle class. When workers join together it serves as a check on corporate power and helps ALL workers by raising community standards. Wisconsin's long standing tradition of allowing public sector workers to have a voice on the job has worked for the state since the 1930s. It has created greater consistency in the relationship between labor and management and a shared approach to public work.

"These public workers are Wisconsin's champions every single day and we urge the Governor and the State Legislature to not take away their rights."

The NFLPA also released a statement in support of the AFL-CIO. "The NFL Players Association will always support efforts protecting a worker's right to join a union and collectively bargain. Today, the NFLPA stands in solidarity with its organized labor brothers and sisters in Wisconsin," the statement said.

If you only knew why the money was returned. It was illegla for the university to build the networks. THe local telephone compnaines caught the u trying ot become too big. Buodng hteir own telecom facilites what next there own train lines. THye had to turn the money back they exceeded theor legal purpose. jsut look at the WSTA web site it explains it all

Taxation and redistribution didn't develop in a vacuum

How about a constitutional amendment that if the federal government collects $50 billion in Wisconsin, it must spend $50 billion in Wisconsin? OK, now how about a requirement that if $1 billion is collected in this county, that the US spend $1 billion in this county?

That would never work, of course, but legislators recognize that if they throw us a bone we might not raise a stink about all the money they are pulling out of our state and giving to the lunkheads in the State of Confusion and the Republic of Moregraftistan.

Well, pretty soon everybody wants a bone, and not just any bone. Eventually the feds say, "We'll give you the bone if you pay for the meat that's on it." And here we are: Scott Walker won't spend another penny if it means changing his Gosplan-style transformation of Wisconsin into a capitalist paradise.

Scott Walker is what happens when all the really smart people look at an intractable problem and say, "I'd rather work on something that I have a chance of winning with my butt intact." It's shameful.

The system has evolved this way because 300 million people are trying to share a pie that's only got 100 million pieces. When you figure out how to solve that problem, you will also probably have enough money to buy your own island and forget about the rest of us.

Scott Walker is not the problem. The problem is the 1,128,000 people who voted him into office and the thousands who did not vote at all. If you look in the mirror and see one of them, I'll see you in hell.
