The linked article contains a specification called "throttling limit":

TMO = 50GB
Verizon = anytime network is congested
Sprint = 23GB
ATT = 22GB

Is throttling the correct word? I thought these limits were for prioritization which I've always understood is different than throttling. While both lower speeds, priority only limits speed when congestion occurs whereas throttling is a permanent reduction in speed until the next billing cycle starts.
