This was taken at Paint Creek State Park near Bainbridge, OH. There are significant limestone bluffs that run along the outflow river from the lake just below the dam. What you see is some form of flowstone coming out of a small cave entrance in the rock wall. It's really quite something to see in person. It looks like it's oozing out. I can only imagine how many years it took to form from water draining out of the hole.
