The problem is, these people who're buying from the spammers are the same ones whose computers are sending out 70,000 emails a day unknown to them. In order to drive, you've got to pass tests which prove your proficiency to drive safely and legally. Maybe there should be the same thing for the internet, before the idiots ruin it for the rest of us. Unless, of course, they already have...

A computer proficiency test will do no more to secure computing than driving tests have made the roads safer. Idiots still drive and kill themselves and others. Licencing will do nothing but create an additional cost for users and give the government something else to hit you up for a fee.
