This in just my humble opinion, with some fact interspersed to attempt to persuade others to see and accept my opinion as their own fact....lol
Unfortunately, you don't have correct facts interspersed. We're talking about ISPs selling service on PacBell's DSL lines here. This means that switching from one ISP to the other does not involve any physical switch of anything. Its purely a software switch (changing the PVC from one tail circuit to another), nothing more.

While their management team has their heads squarely planted in their be-hinds, the tech and OSS folks are ahead of the game. True, they don't yet electrocute Verizon techs as they try to yank pairs, but perhaps that's on it's way...

All you're reminding me of is that RBOCs are often times backwards and vaguely retarded when it comes to automating things in any sane manner.
