Most Canadians use Sympatico, or some cable provider and few are subject to any sort of cap. Sympatico tried this a few years ago and ended up removing the bitcap entirely and increasing speeds of their tiers. With the exception of their lite tier which I believe has a 2GB cap. The 3 and 4mbit tiers have no limit on data transfer.

True for Ontario and Quebec, but Telus is the Bell of Western Canada.
