[TWC] Very Very disapointed in RoadRunner(Northeast Ohio

Just to add to the long list of unhappy consumers of roadrunner..Let me start off how it happened.Since i have had roadrunner 4 years total things have been pretty smooth up until 2 months ago when i got digital phone..They switched my modem to a Webstar so i could have the digital phone.
Everything was fine for a month until i noticed my speeds were
unbearable and when i would talk to someone on the phone it sounded like they were talking to me underwater..
I have the premium package which is 8/512 @$65 a month.
my max speeds were like 200kb's and not consistent at that,web pages loading up like i was on a dialup line.
So i set a appointment for a tech to come out to my house and explained to the representative exactly what the problem was.She shows up and didnt have a clue why she was there so big lack of communication @ time warner which is nothing unusual.She said my splitters were full of water which was a lie cause just the day before she came i bought a brand new phillips 5-1000mhz splitter and still had the same problem with speeds and dig phone.The sad part was that she took the darn splitter that was brand new instead of leaving it at my house so i could of got a $15 refund for it..THX time warner ffs..She replaced the ends of the lines that was it she did not check my pc for any changes or anything..Needless to say i called up TW again and told them the situation and they sent another tech out the next day and he replaced my modem with a brand new one (Webstar).Once again same old crap very low speeds digital phone still the same.So yesterday i called again to time warner and told level 3 tech support my problem for the 3rd time in as many days.He said that i had 20%-40% packet loss which was causing the problems which both techs that came out knew thats what it was but still did not complete their tasks again.So i have another tech coming out tuesday the 30th to look at this again.He said he was placing the appointment for a digital phone problem because digital phone has a higher priority then roadrunner problems so it would get me a quicker appointment day (6 days quicker LMFAO.Also i just had the lines from the pole to my house replaced just a year ago..I am very very frustrated with time warner and thier lazy work ethics toward customers that shell out alot of money for crap service whether it be on the phone or in home.Is there maybe a tech/level 3 rep on these forums that could maybe help me to resolve this issue if so please let me know ASAP.

One thing you can do is reduce the RWIN to a more reasonable value. If all the websites you connect to are in North America, you can reduce it to 150 - 200k.

It would be worthwhile to run a large number of pings to 10.48.192.1, the port you connect to on the CMTS. While the numbers don't look too bad on the brief traceroute, my guess is that they will not look good with a larger number of pings.

Your downstream power and SNR look fine. What is your upstream power? Hopefully it is 50 db or less.

Looks thus far like a problem soomewhere between your modem and the neighborhood hub, and is not likely to be in your equipment or in the network beyond the hub.

That's OK, but you have very little room on the upside for shifts in the physical plant, etc.

I could be mistaken, but I thought the modems usually like a higher signal-to-noise ratio. Just my 2 cents nonsense.

The DOCSIS specification for minimum SNR for 64 QAM is 30 db. For 256 QAM it is 33 db, so he is comfortably above that.

Just got off the phone with a level 3 tech @ roadrunner and he said that it is definetaly a problem with the neighborhood hub/network up the street and not my modem/lines specifically..Said they were gonna dispatch someone soon to fix this issue..
