You do know that anything beyond two hops is not your ISPs issue. First hop being your modem, second the ISPs gateway. If an ISP could control how everything was routed, the Internet world would be a beautiful place.

That would all depend on how the ISP has it setup. In the case with Charter the 3rd hop is still in the Charter network. Or if you have a router it would be the 4th hop. The problem is coming from the hand-off from Charter to the backbone provider.
