I'm near San Francisco and we've been having the same problem as you. Just recently, for the past month or so.
Now, you'll be surprised to see my results for the Speed Test. I know I am.
Down: 48 kbps. (A 6 KB/sec transfer rate.)
Up: 424 kbps.
I feel like I'm on dial-up again. I'm below the "ugh" rating on the Speed Test table. I really need to get this fixed.
