I agree. 4 ms doesnt get you very far, even with a high-speed fiber connection.
Components of latency include insertion time (which is a function of packet size & speed of the link), router/switching node queueing delays and propogation latency which is limited by the speed of light in fiber (when using fiber) over the distance it must travel.
If you are going coast to coast (or worse, overseas) it doesnt matter if you have your own P2P OC3 between you and the destination, light only travels so fast in fiber (slower than in a vacuum).
