You're comparing apples and oranges.

$40/month is ADSL, $179 is SDSL. In Covad land, there is a large difference. ADSL is the consumer offering and speeds are all "Up To" rather than guaranteed. SDSL also has a SLA that gives partial refunds when your speed dips below the quoted level or your packet loss/latency exceeds a certain threshold.

I can also tell you Covad charges the ISP much more for SDSL. I'd bet Megapath will keep the prices similar, as when they add up their subscribers and Phoenix's, they'll likely have better pricing from Covad...

I am an emplyee at Phoenix. The 784 is SDSL speed, not ADSL. We always offered IDSL, RADSL, and SDSL. The SDSL is through Northpoint. Ii have no idea how they are going to do things yet. But, I just wanted to let you know that the 784 for 40/month ($39.99) is SDSL, not ADSL... which we never have offered.

Wow! I've never seen a Northpoint contract, but I'm guessing they are pricing SDSL at at least half of what Covad does. Otherwise you guys would be really bleeding money at that price...
