I agree that it should pass ACP in auto if it passes in man.(polarization signal is 83)recieve is 80.
I think I might no the problem, When hughes set up my account, they never asked for modem serial numbers or anything, just my personal info and credit card no.
I don't know if a pin/san was generated or not but wouldn't the noc have to somehow enable my transmitter/modem in order for it to "talk" to the noc The auto cross pol does not fail it just does not complete I get an error saying cannot establish communications with operations center.

Glad to hear your pointed! What bird is it on?
Was your 4000 decommissioned properly? If not the transmitter may be locked. they can do this from the noc. Have hughes check your serial numbers to verify there was no outstanding bills on the previous account.

They could not generate a SAN or Pin without the receive modem serial number.

A non-commissioned modem should be able to point and pass cross pol.

I didn't see anybody posting that the installer requirement is something that went into effect in January. For that reason you will find many postings from people who self-installed prior to that time. They may even be posting about it today, assuming that what they did is still possible. It is not for most people in any rate.

I'm hearing from some other people that Hughes is indeed still issuing commissions on the 4000. I've also heard that they are on G11/91 only.

I am on bird amc9 83w 1310.
the dw 4000 modems I am using were new in box. I also have some used ones that came with used dish, all is supposed to work and is decommissioned.

No. You may be pointing at AMC9, but a non-commissioned modem of any kind is not ON any satellite. You do not know what satellite you are ON until it reboots after commissioning.
