I am on bird amc9 83w 1310.
the dw 4000 modems I am using were new in box. I also have some used ones that came with used dish, all is supposed to work and is decommissioned.

No. You may be pointing at AMC9, but a non-commissioned modem of any kind is not ON any satellite. You do not know what satellite you are ON until it reboots after commissioning.
