What's taking so long with 3.0? They've been "deciding" on the standard for years, and we're still years away by many accounts.

...which begs the question: why do people see a need for an interim measure - what's taking so long with Docsis 3?

Oh, I dunno, 40-50 million Docsis 1.0 thru Docsis 2.0 modems which are still actively in use?

Which would all have to be replaced for Docsis 2.0b, wouldn't they? Inventory of old modems isn't holding back development of the standard of Docsis 3.
