Check to see if TCP/IP protocol was installed on the Win98 machine; I'm pretty sure it was an option on Win98 and not installed by default. If TCP/IP isn't installed on the Win98 machine the PCs can still share files via NetBIOS over the LAN but the Win98 machine can't connect to the 'net.
