how do you change the layout of your computer to be something like this?

Do you mean a theme? Colors, icons, backgrounds and such.

Looks like a router setup page. Not sure at the moment you can. Might have to make such skins.

lol this is not mine...this is another persons screen that i found to be nice so i got it too...i just figured it out..the site for doing this is www.wincustomize.com...you have to download some stuff before you can get these awesome skins...its well worth it though:):):):):)
