I wouldn't wish Comcast on anyone - unless you need entertainment.
But yes, I do think it's just within the city limits. The data are hard to come by, so I'm just guessing, but apparently, right after Comcast got in at rock-bottom prices, the city jacked the rates for permits. Verizon won't pay, and the franchise agreement between the county and Verizon stipulates that unless Rockville offers permits at terms VZ likes, VZ doesn't have to deploy TV (or FiOS) in Rockville.
Sucks to live in Rockville. But Randolph Hills is thriving - beautiful tree and glass-lined streets dotted with fiber distribution hubs, quietly (except when the train goes by) nestled on the edge of Rock Creek park - check us out KBDI
