Having lived and worked in Center City for almost 20 years, I can say....
If you live and work in Center City, you will not need a car. Parking is very limited. It's actually cheaper to rent a car on weekends and take a cab occasionally than owning a car (insurance will run $2,000+/year). I know it is hard to imagine not having a car, but the majority of people living in Center City do not have one. A co-worker just moved from the burbs to a condo in town, and he thought he would need his car. He quickly (within 2 months) gave it up.
Public transportation is generally safe, depending on where you are going and when. You will wind up walking to wherever you want to go anyway, as Center City is very walkable.
I think you are overly optimistic on the rent for a 2BR, though. Philadelphia used to be cheap for rent, but no longer. You can probably get a very, very nice 1BR for that price. If you live in Northern Liberties (a fringe area of town), you may want to keep the car, as there are few services there (no supermarket, etc.), plus its really too far to walk to town. Rent MAY be a bit cheaper, but the area is still gentrifying, public transit not as plentiful, and not as safe at night as most other areas. Houses are VERY expensive, but IMO, it's not worth the price.
Philadelphia is a Motorola market, and I _think_ town is 750.
