Because people in high populated areas had their torrents throttled. Those that weren't did not. |

Hmm. Lets see. Virtually everyone I know who lives in a large city was throttled. They are now not. You live in Fort Erie. Your town has a population of approximately 25,000. Windsor has one of nearly 210,000. The facts lay themselves out. |
