[LA] Can I please get some help?

I just bought a brand new SB5120 just to see if maybe my SB5100 was bugging out. I direct connected instead of using a router and searched for adware/spyware; found nothing, and my conneciton is still a POS. Seriously, why is it everyday at the same time I get 800 kbs for download speed. I recently dropped from premier to preferred because I was getting this garbage to see if maybe things would change. Now I'm really starting to think either I'm actually on an overloaded node or someone in my area eating up my bandwidth. Either way, I've had 2 techs out say nothing wrong so what gives? I asked if there was upgrading in my area I was told NO. So what the hell is causing this? My signal levels are

Signal levels look GOOD.
does it speed back up in the wee hours of the morning? e.g. 3am? if so then its probably peak usage times that kills it, if its like that all the time then its probably a loaded node issue.

I guess it is an overloaded node if peak hours drops me down to this







This is so unfair and I'm so fed up with this crap. I bet if some other ISP came down here I'd see things fixed up quick.
