If you read the article: 500,000 signed up for TV and fiber passes 3.9M homes. Less then 13% take up. Unless there's still a great deal of local franchise issues, that' not a great return for all that investment.

There is still a significant amount of that 3.9 million not covered by franchise agreement yet, and I think 1/2 million out of 4 is pretty good

Note: The Q2 3.9 million number was Verizon's reported number of premises where FiOS TV was available for sale. Ie, all 3.9 million premises should have had fiber and the franchise agreements:

Verizon reported their FTTP network passing 7.6 million premises out of which FiOS Internet was available for sale to 5.7 million premises and FiOS TV was available for sale to 3.9 million premises.
