Actually that needs to be narrowed down a bit as the term network engineer covers a whole lot of different jobs.

And even some of those don't want to do their job. Had an issue several years ago where we ordered two ISDN Business lines. Came back several days later from engineering that there were no facilities available. Just happened that the deputy director's brother worked as the VP of construction for the area we were in . Talked to him for a few minutes about the issue and by the next week, we had our two ISDN lines. Seems the engineers were just too lazy, until a fire was lit under their behinds, to actually engineer the connections.
Later on, as I worked at the office longer, I found out that the building was fiber fed and the only thing they had to do for us was put ISDN cards in the cabinet located in the telephone room.
