Is DDR2-6400 (800MHz) backwards compatible to 667 Ram?

Most DDR2-800 I've seen will do 266Mhz and 400MHz, but for some reason the SPD won't set the 333MHz required for 667MHz. My current Mushkin RAM and the Corsair I'm selling are all like this.
