anon posted : Some areas are affected, some aren't. I can tell you this - in Weehawken, OOL limits your torrent upload capabilities, regardless of your chosen port. The low port range does not help. I've tested from a few different homes here. They stopped doing the reset thing several months back, but they do still interfere. You'll see an initial spike where you can utilize your full u/l bandwidth, and then you'll see it drop down to 5-25kb/s per connection. The only exception is if you're uploading to another OOL user. It'll be a glorious day when Fios is available here.

Thinkdiff posted : As pointed out, it is true. Read my comments more carefully. OOL never capped just for running a server, only for prolonged high speed uploads. Didn't matter if the uploads were from running a server, using a torrent, or sending files to friends. As far as we know, the capping only depended on speed and duration. Some claimed it also depended on how many connections you had open to different IPs (in the case of torrents) but I don't think it was ever proven.

JDCMAN posted : From what StreetSpirit and others have posted here, results from my own experience (and a survey with wireshark), results from the Azereus plugin, and other sources online, it looks like Optimum Online is throttling seeders heavily.

It's something I'm upset about. I'm on a private tracker, and I can't keep my ratio up unless I go to a public tracker and repeatedly download large disc images (e.x. Debian DVDS) in the background so I can seed.

Now, granted, it could be worse. At least we can download. And, Cablevision didn't blindly throttle uploads, uploads in BT go through if downloading. I assume this is so peers share with you (because the BT protocol is designed to assist people who can upload and ignore peers who don't have outgoing open).

However, it's still something that Cablevision won't admit to or tell customers about. My node is sparsely populated (it's right next to my property, I have two cable feeds running into my house with signal strength through the roof), and my neighbors aren't heavy downloaders (excepting a one week period after a particularly bad storm, I've been getting my promised speeds, even on off network speed tests and FTP downloads) regardless of the time (3AM, 6PM, peak or off).

Can any OOL staff shed some light on this for us?
