It's due to telco consolidation

Now that the AT&T blob is two mergers away from completely reassembling, AOL can no longer get such good deals on dialup lines. Hence the increase; it costs them more to provide dialup service, so they have to charge more. Nothing insidious about it; other ISPs that still offer dialup are feeling the same pinch.
