Bell throttle the internet connection between 4 om and 2 am so it's not your modem or line fault but Bell's you can read about the throttling in various place in this forum.

Yes, I've been reading quite a few post about throttling, but it sounds like it has been going on for quite a while. My problem just started last week. Is it possible that my area just started being throttled last week?

So how does throttling work? Would it impact everyone going through the same central office, or just specific users? My download speed is dismal again this morning. Just did another test and got 195 kb download, 524 kb upload. I called a friend who lives nearby (closer to the CO), and he tried a test and got 6.9 MB download and 1MB upload within a minute or so of my test.

Also, why would my download speed be slower than upload speed? I thought it was supposed to be the other way around.

Bell just called and said they would be here this afternoon (was supposed to be between 8 and 12 this morning), so we will see what he says. Hopefully it will still be slow when he gets here. Earlier this morning (7:45) my download was 1.6 MB, which is as good as I ever get.
