I think its only for new tiers like 25/15 and like 35/20 for the fluff.
also to the others THERE is not automatic upgrades you have to call to process or get the tier. |

I never get higher than 4800 on the upload and on the download I often get 22,000 but on average - my readings are close to yours and I am on PPPoE. |
