Cisco ME3400 SFP Power Issue

Got a weird one here. We have a metro-e service from charter that is handed off to us via a 4 port cisco ME 3400. It is on a APC UPS (given it is an older version).
Every time the utility power flickers or bounces the fiber uplink port that goes to charters nework will go off/down, but the device does not get rebooted at this point. We can fix this by rebooting the device, unplugging and replugging the sfp module, or just unplugging and repugging the fiber cable.
If charter looks on the device at their headend where the connection terminates, there side will still show "up" when the port on our side is down. Looking in the logs of the ME3400(we have stopped power cycling it now since we know it can be fixed quicker by messing with the cable/sfp) it just says the port went down, and then back up when we reseat the fiber or sfp module. We have tried swapping the SFP module and this didnt help.
We do load monthly generator tests for our building which will cause a small blip in the power, and this never causes the problem to happen. It is only when there are problems with the utility power. Given i am sure different things happen on our generator test power blip vs the possibility of utility drop/surge in voltage.
I only live 1 mile from the office so i am the lucky one to go in every time this happens. This has been the 3rd "day" or time this has happened over the past few months. The last time as a few months ago when we tried swapping the sfp module and plugging the switch directly up to a ups vs a power strip that went to a ups.

Thoughts? I can only think that maybe the sfp module is extra sensitive to voltage blips and maybe our ups doesnt do a good enough job in this aspect? Or something is up with the switch ?
