Yes, I got your example now.

Going back to your original question, yes, ISN and sipbroker are the same in the aspect of making sip calls via URI.

ISN: 613*262 -> 3.2.6.262.freenum.org -> 613@fwd.pulver.com

SIPBROKER: *393613 -> sipbroker's internal maps/translations -> 613@fwd.pulver.com

Main difference is that ISN makes use of DNS structure for mapping the ISN number to the corresponding sip uri. It aims to provide a globally unique number too that's why organizations would need to get its own ITAD (Internet Telephony Administrative Domain).
