Ok, I'm adding to my original post with some new information.

The Toshiba modem I received after the botched Lightning install started dropping connection every hour or so...I called BH they scheduled an installer to drop off a new Winstar replacement.. Now mind you I was getting my 28-30 mbps down with the Toshiba.

New Winstar can't get above 24mbps and now I'm told I should be happy I'm getting that!.........

I didn't bother with the installer because he was so damned rude, so I have BH coming again tomorrow to replace a modem... if this doesn't work I don't know what I'm going to do.

Update:

Since I had a fairly poor experience with the most recent installer that came to my house and my speeds were lack luster I decided to recheck everything he had done.... sure enough I find that the coax connection to my modem is so lose as to almost fall off..

So I tightened it up and bingo my speeds are great again...

Big surprise...
