So the CNAME record with a TTL of 1 hour means everyone on the internet will be able to access the revised entry in about an hour?

Another question...

What if no CNAME record exists but your other entries show a ttl of "1 day"....what happens if you now add a CNAME record...do the other servers eventually come back after 1 day and see that a new record was added (the CNAME) and then monitor this record's TTL too (along with the other entires)?

Depends on when the DNS server makes this record available, but, yes, it could be less than an hour.

Depends. If a query for this record was never made, and you create the record and then a query is made, the new record will be returned immediately. If a query is made for this record and the record does not yet exist, the TTL of the nonexistent resource record (NX RR) will dictate when the query is reattempted.
