Because Blizzard also has a track record for not releasing somthing unless they feel it is ready. Looking at the Beta, there are several things that still need to be fixed/tweeked/adjusted/implemented ect. Personally, I think a week is a ridiculous amount of time to start the arena season. Only the most hardcore of hardcore are going to be 85 at that point and we'll have the disparity of haves versus have-nots once again.

I'll be lucky to have an 85 by Christmas.
