1. No, my UL are fine.
2. Yes. Since a month ago, ive been avg about 140 kb/s (depending on the peers/seeders). Now, i see around 10 kb/s. The last 2 days im seeing around 15-60 kb/s.
3. My netflix stutters on peak times, ps3 disconnect/horrible lags.
And i hit my cap over and occasionally double the bandwidth from time to time. Im on ultimate.

2) Do you experience significant DOWNLOAD throttling on torrents and has it got worse in the last month? (And I do mean SIGNIFICANT ... like it crawls compared to what it did before)
3) Do you experience significant throttling of STREAMING applications or downloading big files from reputable sites *COMPARED to a month or so ago*
Now, if you answer yes to all 3, how much do you download a month ... if you don't want to say exactly, say that you're under your cap, over your cap, but under the amount for the max overage charge, a moderate amount over the cap (like double the cap) or way over the cap (beyond double).
Other answers will just make it confusing.
