Wow, either this fellow is incredibly stupid, or just incredibly corrupt. I'm leaning towards the latter since he was evading very valid and direct questions, like simply asking how he came up with the numbers for a 15% discount. Or when asked why Bell's IPTV is exempt from Usage Based Billing, he claimed it's a different service that gets routed differently. Bullshit. Just because it goes from the phone line to a digital receiver, versus the phone line to your desktop computer does not magically transform what it is. It's as stupid an argument as saying if I plug in a dial-up modem into my phone line and call Hong Kong for 16 hours, it is excluded from long distance charges because it's a different service. Or different piece of technology "touching" the phone line. I'm surprised he didn't just claim it goes through different pipes! It's anti-competitive, damn plain and simple.

Just hearing him gave me the impression of a sleazy and underhanded individual. Plus mumbling his way through many questions and speaking uncomprehensible gibberish at times made me think he doesn't quite grasp technology in general either. The other guy who measured download bandwidth in "Gigahertz" was just beautiful too. Who needs comedy shows in Canada? Just watch the CRTC speak on CPAC. ;)

Mr. Finckenstein needs to be forced to step down. Someone neutral, concerned about the public's best interest (and comprehensive of technology maybe?) needs to be in his place. Makes me wonder how someone like him got to be where he is, probably more corruption and bribes under the table (and yes, I would not be surprised in the least if he was bribed. Again, how can anyone be so obtuse to questions and points being raised? Doesn't add up...something rotten is going on here).

Usage Based Billing is really the incumbents way to protect their own offerings. Bell is looking at protecting IPTV, a very network heavy application that they have rolled out. The cable companies are trying to protect their "Stream to TV" products that are also very network heavy applications.

What is all this UBB really about? It is about the last mile of connection from the Central Office that Bell Canada has to the consumer. To be technical about it a little, it is from their DSLAMS to the modem. That is the same area that their IPTV will be using in order to deliver such a product.

The consumer would be less angry if the following was applied:

1 - Billing that encompassed everything (Yes IPTV is bandwidth and should also be subject to UBB)
2 - Fair pricing (it costs approximately $0.02 to deliver 1 GB, why charge so much)
3 - Fair access to speed (Bell only allows GAS members 5 MBs, less then their own offerings)

Natural Gas and Electricity supply are not a good business model to judge against internet access, why not use the correct ones, Telephone Land Lines and TV Transmissions.

Using the correct model means we have the right way of using metrics and measurement to show the actual way of billing for an item. Using these metrics and measurements we can see that if you talk on your land line phone for 3 minutes, your bill will be the same as your neighbors who's phone racked up 300 minutes.

Using the correct model for Cable TV, you watch 3 minutes of TV and you pay the same as your neighbors who watched 300 minutes.

Use the right metrics and measurements and maybe we will agree. Use a non money grab billing practice and we will agree.

As stated in last nights CRTC question period "A friend of mine told me that they have to start downloading at work because they have been hit with a cap..." tells you that the people are not downloading less, they are just finding other ways to download.

If I choose to view it online vs subscribing to Cable, and if I ran the feed 8 hours a day, every day for the entire month, it would cost me 36.8GB in bandwidth.

25GB cap in on itself is unpatriotic ;)

1 min 3840KB(3.8MB)
60 min = 230.4MB
8 hours = 1.84GB
20 days =36.8GB

As a Canadian voter and although I am not in your riding I would like to take this time to thank you for being the only person on the CRTC hearing asking some of the right questions on this matter. It seemed to me that the Liberals are only looking to blame the PC party for this issue instead of getting to the actual issue itself. And the PC party is looking to gain political points in the next election instead of looking at the better interest of the Canadian Public.

I must state that just watching this hearing made me sick to my stomach and raises some points in my mind.

1. All the data that stated by the CRTC was provided by Bell Canada.
2. The CRTC sounds like it is in the pockets of both Bell and the Cable Companies.
3. Any evidence of network congestion has not been provided by Bell.
4. Canada has the highest cost for both internet and cell phone usage.

Here are some of my questions.

1. If I pay for an unlimited service why should I be penalized for using it.
2. If the real cost per Gigabyte is between 1 to 3 cents why a 1.90 per gig extra fee.
3. Why is nobody asking what the actual cost per gigabyte is in this matter.
4. Why under the new rules can you not pre purchase data above 300g/month instead of being subjected to a large per gigabyte fee instead above this point.
5. Why should I be subject to anything Bell does to their customers, I am not a bell customer. If Bell wants to charge their customers and cap them so be it. If I purchase from a third party ISP that wants to provide me with either an unlimited connection or a 200gig cap why is this not allowed. They have already purchased that bandwidth from Bell. Bell should have NO say in how they choose to sell that bandwidth to me as their customer.
6. Why does unused PRE PURCHASED bandwidth under this plan not carry over month to month, under this ruling if I purchase 300 gigabytes of bandwidth which effectively doubles my monthly bill and I only use 100 gigabytes of that data then I lose the other 200 gigabytes of data that I purchased thus allowing Bell to further profit from my unused bandwidth.
7. If the purpose of the ruling is to have heavy traffic users pay for their use than why are they not charged for actual use instead of being forced to pre purchase bandwidth ahead of time thus forcing the consumer to guess at what their future use might be.
8. What does Bell consider to be a business to be exempt from these rules? IE. Do they need to be incorporated or sole proprietorship? Is this ruling going to discriminate between the two?

In conclusion I can only say that the decision of the CRTC to simply wait another 60 days to review this decision in my mind as a voter just tells me that the UBB will be implemented regardless. I am sure the only think that will change in those sixty days is perhaps the cost per gigabyte and not the bad policy itself.

I as one of the hundreds of thousand voters that signed the recent petition was not sending a message that I wanted this reviewed and then just have the prices changed with the policy going forward.

I would like to leave a clear message to all Politian’s on this matter.

UBB cannot be allowed to exist in Canada in any form or at any price. Independent ISP’s must be allowed to offer either high caps or unlimited service if they so choose.

My vote in the next election will depend on the outcome of the actual issues involved and no party will receive my vote by simply pointing fingers at the others and not actually getting to the facts in this matter. I will not reward any politician that uses this matter to simply gain political points I am looking to see real questions being asked about this decision. I want to see open public televised hearings on this matter.
