I've built my own home, literally was the GC and did about half the framing with my brother who is a licensed GC, all the electrical and sub everything else. I have also owned over 40 property and had full-time staff that we did nothing but buy foreclosures, rehab and the rent-out ... all to code all with inspections and permits ( 90's not now )

I'm just trying to be helpful for the OP that what he is doing isn't normal and it appears the GC is dumping a non-code compliant home onto the buyer. It should have NO OC violations as all the sub-work should be signed off, well be for the final inspection. To have dozens of violations and the inspectors leave, three times means some serious issues, and I doubt it the building department being picky.

I have never, not once not passes and inspection and I have gone toe to toe on with inspectors, they bitch, I pull out my code book, we discuss and its resolved, only had to do that twice.
