caps

caps were supposed to stop the people who would download 24/7 if given the chance. but, it affected people who do their downloads in bulk and then quit for a few days and then come back and do it again. it would be great if they figured out who the 24/7 downloaders were and go after them instead.

Wouldn't throttling, rather then caps, help this situation?

If someone is maxing out their connection a lot, just start dialing down their speeds. You don't cut them off, you just put them on a diet.

Yeah but that makes too much sense. Thus the CEOs of ISPs will dismiss it. Rememebr the higher up the managment chain one is the dumber they are. That's fact. So all the CEOs are really dumbass motherfuckers.

The thing is about throttling is that while it makes better sense in terms of managing traffic, it doesn't mean extra profits from overages. Therefore caps and overages will be the model, because ISP's can then make extra money when people go over rather then just slowing their bandwidth usage.

Except most ISPs dont charge for overages they just cut you off. Which is actually LOST revenue since you no longer have a paying customer.
