Hey dude, why don't your try getting some more sleep. You seem a bit tense. At least switch to decaf. It seems like unless a rep is giving you the answer you want to hear you hang up and call back. How does that make any sence? You want actual costs for a second line?
1. $33.01 to connect the new line
2. $120 if you need jack work. Plus $6 for equipment if necessary.
3. Monthly charges for the line. About $10 - $15 per month
4. $40 for any additional jack work on the same visit.

www.pacbell.com if you what prices. As for Pacbell not being able to change your telephone number on your DSL line. Well, you'll just have to live with that. It isn't possible. Once a line is made into a DSL line the dynamics of the line change. IE. Telephone number, Billing name. I'm not sure about the 3-4 months to get your dsl line turned back on. But figure about two weeks to disconnect your current DSL account, 5 days to change the telephone number, and then another 2-3 weeks for the new dsl account to be turned on.. Not to mention if your in a 12mo contract you'll be responsibe for early term charges. Do yourself a favor, don't critisize a system you don't understand.
Oh, and one more thing. You accuse everyone at pacbell of being idiots. What it sounds like to me, is your hanging up on all the smart people that can help you, and talking to the idiots that are willing to tell you what you want to hear.
