Hmm, darn, that isn't what I wanted to hear

I was thinking it may be just a simple - Pull the metal part out and feed a new (proper) downspout up after clearing out that cement, then sealing it from above onto it with caulk or the like, then using spray foam around where the downspout comes out.

I'd try doing just that. Until you take out that short downspout piece you won't be able to really get a good look at what's wrong.

I don't see the masonry being the problem. It appears to me that the problem is with the box gutter and downspout. Closeup pics of the downspout and also inside of gutter where it attaches may show the problem. Kind of hard to recommend a fix when we can't see the problem.
