In this case Jeff, it makes sense, Toronto bought the first of these trollies and the story just tries to show that K/W is not the first to buy these shiny toys.

That's probably it. It's usually about trying to save your political hide.

Well no, the story says that they're buying the trains through Metrolinx, on the same order as the City of Toronto. Presumably to get it cheaper than if Waterloo Region was to go to Bombardier themselves.

So in this case, Kitchener is piggy backing off Toronto
