Yes, I file my 477's regularly and accurately.

Most all of the "unserved areas" have had customers of mine active in them for at least the last 2 biannual filing periods. A few of the areas are covered by me, but I don't have any customers there as of yet.

TBayTel, the regional cellular provider that has a lot of vertical assets (see coverage map) is also a WISP. They received government funding to build out their Canopy WISP but much of it was contingent on there not being any internet available. Small spotty DSL coverage precluded many of their POPs being subsidized.

I didn't use it. I just looked at this online:

I drilled down to the counties I service and see that my coverage blankets the hundred or so folks they are trying to screw the government out of $550 or $775 per supposedly unserved home.

I did some sleuthing and it looks like the XML file that makes up the KML is truncated. It has something to do with DSLreports forcing the .ZIP extension. So what I did was zipped the original KMZ file into a ZIP file myself and am uploading it. See if that works.
